Set in Futuristic Tokyo,A Cyborg Federal Agent chases a man dubbed " The Puppet Master"- who illegally hacks into the minds of human-cyborg hybrids.

During her pursuit,The Agent (Major Motoko Kusanagi) faces conflict as she begins to wonder if this hacker that can change the minds of hybrids leaves her wondering about her own makeup and what it would be like to live with more human traits.

This conflict becomes noticeable to the Major's Partner as her curiosity about her identity sends the case in an uncertain direction.

The Story and Animation are Superb in this Anime. It's complex and intriguing with lots of action and interesting characters- you may need to watch it a couple of times- but I highly recommend checking it out.

In case you were wondering what the phrase GHOST IN THE SHELL means...
The phrase is meant to describe the dualism of Rene Descartes and how he tried to find the relationship between the mind and the body, the mind being the ghost and body being the machine, this being "the dogma of the Ghost in the Machine".
